Washington Burns, MD
Executive Director on Founding Board
Washington Burns, M.D. has been the volunteer Executive Director of PJC for over 20 years and is the Administrative Director of the Northern California Breathmobile Program. He is a Retired Chief of Pathology formerly with California Pacific Medical Center. He is passionate about social justice and equity.

Ralph Francis
President on Founding Board
Ralph Francis is a founding board member of the Prescott-Joseph Center and has served as General Counsel for over twenty years. Ralph is a Viet Nam veteran and the founder and Principal of the Francis Law Group, a renowned California intellectual property law firm. He received his B.S degree from the University of Illinois and M.S. and J.D degrees from the University of Michigan. He was formerly a Professor at the University of Michigan School of Engineering and a law clerk for the Hon. Paul Simmons, U.S District Court (E.D. PA) and the Hon. Wade McCree, Special Master of the U.S. Supreme Court. Ralph was also appointed Pro Tem Judge in the Juvenile Division of the Alameda County Superior Court by the Hon. Wilmont Sweeney and served in that capacity for over twenty years. Ralph also serves on various additional local and national Boards that provide services to youth

Cameron Martin
Board Vice President
Cameron Martin learned about Prescott-Joseph Center during her community organizing work in 2008. She attended West Oakland Community Collaborative (WOCC) meetings and was later asked to join the Board in 2010. She currently serves as Vice-President of the Board and Chair of the Programs Committee. Cameron has been consulting with nonprofit organizations and small businesses focusing on community organizing/outreach administration and communication. Cameron served a term with AmeriCorps and service will always be an integral part of her life. She is honored to be part of an organization that cares about empowering the individual through health and wellness, art and culture and strengthening families.

Henry Lloyd Edington, MD
Board Treasurer/CFO
Henry Lloyd Edington, MD is the President and CEO of Edington Medical Group. He is a McClymond's High School Alumnus, received his B.S. from the University of California at Berkeley and MD from the University of California at San Francisco. He also completed his rotating internship with Kaiser Foundation Hospital in San Francisco, CA. Dr. Edington founded Edington Medical Group (EMG) in 1985. EMG has been a long time leader in med-legal evaluations pertaining to the complicated California’s Workers’ Compensation System. Every aspect of EMG is fully integrated organizationally, structurally and philosophically, providing a network of qualified, experienced, and credentialed medical professionals. Dr. Edington currently serves as the Board Secretary for Prescott-Joseph Center and enjoys spending his residency in both California and Hawaii and giving back to the West Oakland community.

Ryan Rusler
Board Secretary
Ryan Rusler is the Vice President of Business Development at HARBRO. He assists companies to develop disaster preparedness and mitigation plans; he spends the majority of his time consulting with clients before an emergency occurs. He has been responding to building disasters for HARBRO’s commercial real estate clients across the West Coast for over ten years

Father David Masikini, SJ joined the Prescott-Joseph Center Board of Directors in 2018 after becoming the Pastor of St. Patrick Parish in Oakland.

Cornelius Jackson
Board Director
Cornelius Jackson, CFA is a Managing Director/Partner with CCA Group, LLC. He graduated from Cornell University with a BS in Applied Economics and Business Management. He is a Chartered Financial Analyst. He resides with his wife in Oakland, CA.

Rob Rao
Board Director
Rob Rao is a serial entrepreneur with over 20 years experience in business development and sales across industrial engineering hardware and enterprise software. Most recently serving as CEO of Medplate Lifesciences, an AI-driven Medical Analytics Software company, Rob led the organization from a Tech Transfer to Series A Round. In addition to his sales background, Rob is a highly technical innovator with three issued patents and four additional patents pending in material sciences, artificial intelligence, and medical device engineering.
